How Boehner Tamed an Unruly GOP Caucus

John Boehner is finally learning how to tame the rebellious House GOP caucus. The passage on Wednesday of a measure allowing the Treasury to keep borrowing money until May 19 warded off the risk of a debt default that could have been politically disastrous for Republicans. And it marked a win for the House speaker, who managed to rally his party behind the legislation only weeks after suffering embarrassing setbacks during the fiscal-cliff standoff and after narrowly surviving a revolt in the caucus earlier this month.

But the victory came at a price. Boehner and other GOP leaders have embraced a stark budget austerity that is winning plaudits with conservatives but may prove politically risky for the party, because it would require deep cuts in popular social programs such as Medicare, even as the GOP remains adamantly opposed to raising additional tax revenue from the rich.

The budget austerity will guide the GOP's approach to a series of clashes in the coming months with President Obama and congressional Democrats.

What exactly did Boehner have to promise fellow Republicans for their support on the debt-limit measure?

The commitments he?s made to rank-and-file members regarding the "sequester" cuts set to hit March 1, along with another short-term spending bill later in the month needed to keep government funded, will come due then. More significant is that Boehner has committed to writing a House budget that will erase the nation?s annual deficits within 10 years.

"That?s going to be pretty damn tough,? said William Hoagland, senior vice president of the Washington-based Bipartisan Policy Center. It will be especially hard if Boehner tries to do so without allowing more tax revenue to be put on the table. Effectively, then, that would require a ?scorched earth? policy on entitlements and other spending, Hoagland said.

At least for now, Wednesday?s vote to temporarily suspend the debt ceiling provided Boehner with a respite from his recent woes. The tumult of the fiscal cliff led to questions about whether he had lost control of his own GOP conference.

Those embarrassments included his having to scrap his ?Plan B? legislation on the fiscal cliff and later being forced to rely more on Democrats than his own party members to get passage of both the final fiscal-cliff deal and then a Hurricane Sandy relief bill. Much of this reflected lasting anger among conservatives over Boehner?s deals with Obama and the Democratic-led Senate last session. The prevailing view among many conservative House members is that he has been too willing to compromise and has caved in too easily.

The tension boiled over on the first day of the new Congress when some conservatives tried to oust Boehner as speaker. The Ohio Republican survived that rebellion, narrowly. Just seven more Republican defections could have blocked him from getting the 214 votes needed, a simple majority of the lawmakers who voted.

Many of the members in the dump-Boehner faction seemed ready over the weekend to reject the debt-ceiling increase, which would have once again put the speaker against the ropes.

But instead, this bill was passed 285-144, largely on the backs of 199 of Boehner?s fellow Republicans. In fact, Republicans lined up nearly 6-to-1 in support of the measure. Just 33 of them ended up opposing it--and many of those only after passage became assured during the vote-counting.

Senate Democrats plan to take up the measure in coming days.

Meanwhile, Boehner and other Republicans are playing down the bill?s main purpose--the debt-limit increase--by emphasizing its provision to force the Senate to pass a budget plan this spring for the first time in four years, or see members? pay withheld. In fact, the name they?ve given the measure is the ?No Budget, No Pay Act.?

Senate Majority Leader Harry Reid, D-Nev., in a statement, opined that Boehner had to ?add a gimmick or two to get their bill past the tea party.? But he noted that Senate Budget Committee Chairwoman Patty Murray, D-Wash., had already announced earlier in the day the Senate would move a budget resolution through committee and to the floor this year.

Even so, Reid said he wants to ?give credit where credit is due, and thank Speaker Boehner for his leadership here in defusing another fight over the debt ceiling.?

In fact, Boehner and other top House Republican leaders were laying the groundwork for Wednesday?s vote even before the House GOP gathered last week for its annual issues and policy retreat in Williamsburg, Va.

The hurdle was to sell the almost contrary idea of temporarily allowing more debt--as a necessary strategic step in order to allow more time to take on the nation?s skyrocketing debt problem.

To get there, House Appropriations Chairman Hal Rogers, R-Ky., explained to National Journal on Wednesday that Boehner and other House GOP leaders promised rank-and-file members they would stick to the cuts agreed to in the sequestration process, which on March 1 are to lower 2013 discretionary spending to $974 trillion unless Democrats agree to mandatory cuts as a replacement.

Rogers said Boehner has promised the sequestration cut, which is split evenly between military and discretionary domestic spending, ?will stay in effect unless it shall be replaced by other spending of equal size from other parts of the budget.? And he said Boehner has promised that the $974 billion figure will also be reflected in the spending measure needed later in March to keep government running for the remainder of the year.

But ?Obama and congressional Democrats are insisting that such deficit-reduction maneuvers also include new tax revenues, and so the upcoming fights over the sequester and how to keep government running are likely to represent the bigger battles ahead for Boehner, as opposed to Wednesday?s temporary debt-ceiling vote.

On top of that, Boehner himself underscored in a statement that the House is committed to a policy of balancing the budget within 10 years.

If that is the deal Boehner and Budget Committee Chairman Paul Ryan, R-Wis., have made with conservatives, then Steve Bell, of the Bipartisan Policy Center, said, ?I foresee nothing but really serious difficulties for Boehner and the Republican Party in the years ahead.?

?What I can tell you as a practical matter is what will have to happen [in cuts] to the domestic and entitlement areas will simply be too much even for the vast majority of the Republican conference to accept,? said Bell.

For now, top House Republican aides seemed to be basking in the view that Boehner is gaining some traction with his victory in Wednesday?s vote--and in what appears to be a failed effort by top Democrats, who had urged their members not to vote for the bill.

?I think the whole purpose of this exercise was to focus further down the road--on dealing with sequester and [continuing resolution],? said a senior House GOP aide. ?It takes the threat, the cudgel that the Democrats could use that we are threatening the viability of the nation off the table, so we can start making some of the hard choices we?ve got to make about spending going forward.?

?A victory for Boehner? I think it?s a victory for the conference,? said the aide.

Iran proposes nuclear talks in Egypt

TEHRAN, Iran (AP) ? Iran has proposed Cairo as a venue for restarting talks with the U.S. and other world powers over its controversial nuclear program, the country's foreign minister said Wednesday.

Ali Akbar Salehi's announcement was the latest indication of Tehran's willingness to go back into the negotiations in hopes of wresting concessions from the West over stepped-up sanctions that have crippled the Iranian economy.

Iran has also been trying to reach out to Egypt since the February 2011 fall of Hosni Mubarak, seeking to resume relations with the Arab state and extend its influence in the Middle East.

The Iranian foreign minister said Egypt has welcomed the Tehran offer and is now consulting about it with the six-nation group ? the U.S., Russia, China, Britain, France and Germany.

Iran "has suggested that the next meeting be held in Cairo. Egypt has welcomed the proposal," Salehi told reporters after a Cabinet meeting Wednesday.

"Egyptian officials are now consulting with the six-nation group ... a date and a venue have not been finalized yet," Salehi said.

Iran's top nuclear negotiator Saeed Jalili and the European Union's foreign policy chief Catherine Ashton and their deputies have been in discussions in recent weeks to restart the talks after the last round ended in stalemate in Moscow last June. Since then, Western sanctions have been pressing hard on the Iranian economy.

The Moscow talks made no headway on the West's main demand ? that Iran halt its highest-level uranium enrichment, which Washington and others worry could quickly be turned into nuclear warhead-grade material.

Iran insists it does not seek nuclear arms ? repeatedly citing a 2005 edict by Supreme Leader Ayatollah Ali Khamenei that called atomic weapons a violation of Islamic tenets ? and says it only wants reactors for electricity and medical research.

Iran's leaders know the only route to ease the economic pressures ? and possibly undercut threats of military action on its nuclear sites by Israel ? is through potential deal-making with the six world powers, which include the five permanent U.N. Security Council members plus Germany.

If the talks restart, it would mark the first negotiations since the West stepped up unilateral sanctions against Tehran last summer, including a total oil embargo and banking restrictions that make it increasingly difficult for Iran's Asian customers to pay for oil deliveries.

Iran depends on oil sales for about 80 percent of its foreign currency revenue. Its income from oil and gas exports has dropped by 45 percent as a result of the sanctions and the West is waiting to see if the measures force Tehran to give concessions at the negotiating table.

The six-nation group wants Iran to halt its 20 percent level of uranium enrichment, close down its underground Fordo enrichment site and ship out its higher-grade stockpile.

Iran says it will never give up its right to enrich uranium but has indicated it may be willing to suspend the 20 percent level enrichment in return for specific concessions from the West, such as lifting the sanctions.

Meanwhile, experts from the U.N.'s nuclear agency visited Tehran earlier this month but left making no headway in a separate probe of suspicions that Iran worked on atomic arms at the site southeast of Tehran.

The International Atomic Energy Agency suspects Iran conducted tests at the Parchin site that could be used to detonate a nuclear charge. Tehran denies the allegations, saying Parchin is only a conventional military facility.

Iran says the IAEA's suspicions are based on forged intelligence provided by the CIA, Israel's Mossad, Britain's MI-6 and other intelligence agencies, and complains that Tehran has not been allowed to see the materials to respond to them.

Tehran says any future visits to Parchin must be under a deal that outlines the obligations of the U.N. agency and allows Tehran to inspect the documentation against it. Another round of talks with IAEA is planned for Feb. 13 in Tehran.

Tealium CEO Lunsford Sees Tag Management 'Greenfield' Market ...

Jeff Lunsford of TealiumJeff Lunsford, CEO of Tealium, is no stranger to the business of tags.

Back in 2002, Lunsford joined web analytics pioneer WebSideStory, which was one of the first, tag-based, web analytics providers that moved beyond log file analysis.??? Today, with some of his WebSideStory?team in place, Lunsford hopes that he can create a similar future for Tealium: WebSideStory was publicly-traded until it was rolled up under analytics giant Omniture in 2007.

Lunsford most recently hails from Limelight Networks where he was CEO and guided the content distribution network (CDN) toward rich media content delivery. ?After taking over the CEO reins at Tealium in early January, Lunsford sees the tag management providers and CDNs closely aligned around the need to deliver tags from the ?edge? of the Internet.

AdExchanger spoke to Lunsford, who is also Chairman of Limelight Networks, about Tealium, his background and industry trends.

AdExchanger: Drawing on your Limelight experience, can you discuss why the CDNs are important to advertising?

JEFF LUNSFORD: CDNs are ?baked? into the Internet content delivery infrastructure. They?re a necessary part for anyone who wants to run a high performance web site ? whether you?re a content or commerce provider. Customer engagement is incredibly important. It?s probably the single most sensitive variable as far as the efficacy of your web site: ?how fast it loads.? There are now five or six companies that can cache content at the edge of the Internet at scale. And, I believe there are three companies that can do it at global scale ? Akamai, Limelight and Level 3. Tealium has a multi-CDN architecture. We?re agnostic as to which CDNs are out there. We do performance tests and use whichever one can deliver our tags the fastest.

Today, web analytics and tag management appear to overlap.? Where do you draw the lines for each?

The web analytics guys were the first to put a pixel on your web page and then the ad network did it, and then the e-mail guys did it. Now every website has 20 or 30 tags.

Ten years ago when we took Web Side Story public, [tags were] just emerging and now it?s a pain point.? When you solve that pain point with a universal tag you also solve a lot of the data correlation issues that exist on a web site. If you?re working with 20 different systems to track the efficacy of your marketing campaigns or the efficiency of your web site, then you end up with 20 data sources ? and from each you?re trying to understand the value. When you?re looking at a tag management platform and you?re the traffic cop for the tags, you?re in a position where you can help your customers solve tag management and solve what I call ?clean data.?

What do you mean by clean data??

I mean correlated, actionable data from multiple digital marketing vendors that a customer will be able to access and use from our cloud-based platform.

How, specifically, is Tealium differentiating in the tag management space today?

We?re passionately focused on our customers? success. We?re up to over 85 people now. It?s not just about the technology platform. It?s about providing the service to your customers because most customers are struggling with running their marketing operations department. They can?t find the talent. If they do find them, they can?t afford them.

Tags are not the only pain point, it?s the entire marketing operations scene, and running it in a multichannel world where you?ve got to worry about mobile, social, web and e-mail and try to pull it all together. It?s a big challenge.

We are launching ?Tag Management University? shortly and training out customers on best practices. We did the same thing in web analytics and will do it on a larger scale here.

What?s the target market for Tealium? Some tag management vendors say sell-side (publishers), others buy-side, and still more say both.

We?re focused on the buy side ? the marketers and the agencies, the guys that are running the web sites. However, plenty of our customers are publishers.

Why don?t you consider Tealium a data management platform???

There are definitely data management capabilities that we are building into our platform. We started as tag management and we?re going to build out from there. Like every technology sector, you start off as a point solution company, then you build your suite out wider and wider with adjacent services. It?s no secret that when you?re handling the tags, you?re in the data flow, and getting ?clean data? is a big win if you can solve that problem.

Google has popped into the tag management space. Is that a concern?

We certainly acknowledge them and respect them ? and we work well with them. We think there?s a place in the ecosystem for their service.

We think we provide what I would call a super set to their service, technically and from a service level.

We all built great companies in the web analytics era when Google had their Google Analytics out there for free, so we?re all comfortable and understand that Google?s here to stay. Google?s a dominant force and we work well with them. We know there will be some companies that will use theirs for free and there are others that need the service and other features that we provide.

What is the most popular use case for the Tealium platform among your clients today?

The baseline solving of the tag management issue is the most popular use case. We have about 150 customers. Across those customers we have about 350 different tags that we?re managing. By that I mean tags from 350 different vendors. It?s multiple tags per vendor across any customer such that there are tens of thousands of tags.

So, if you?re a digital marketer and want to add e-mail marketing capabilities, where do you start? You can go to the LUMAscape graphs and try to pick from one of the sixty providers ? or you can work with Tealium and deploy our universal tag to hook into partners.

What?s Tealium?s approach to providing attribution capabilities? Or do you partner with vendors?

We partner. We?re not an attribution platform. We think there are vendors that do that well.

Any plans to target Europe or Asia in the near future?

We have five employees in Europe and we?re ramping. We?ll double or triple it this year. My history is running much larger companies and so I?m here to ramp this thing very quickly. In my other companies we had big European and APAC operations, so we?re going to get Europe to critical mass first and then, probably in the second half of this year, turn our eyes to Asia.

Given the number of players in the tag management space, what do you expect to happen in the next two or three years? Is there enough room for all the players that are in the space?

Right now there is.? I know a lot of the guys as investors and everybody?s doing really well, so it?s a ?greenfield? market for the next couple of years. In three, four years you?ll start to see some consolidation or companies will sell to the bigger guys. I think for the next two years, there?s plenty of room to run.

I?m sure you work with the agencies, the marketers, but do you work with ad networks, too?

They?re not so much clients as vendor partners ? so we?ll handle the ad tags from a Collective or Specific Media or whomever.

Twelve to 18 months from now, what are some milestones you would like Tealium to achieve?

Building our customer base is one. We should end this year with 350+ customers (from 150) and a much broader product suite. We?re doing a lot more on the data side this year. We?ve already launched mobile products, so we think we?re going to see a lot of traction in mobile.

Customer acquisition, talent acquisition, and product suite expansion are all important milestones. ?We?re opening a new office in April where we?re going to have room for 200 employees. We don?t need any more financing. We?ve got everything we need to ramp this thing super-fast. We?re focused on our customers, taking care of them and continuing to build great product.

Alleged mastermind of Te'o hoax may tell his story

LANCASTER, Calif. (AP) ? The person cast as the mastermind of the hoax involving Notre Dame's Manti Te'o may tell his side of the story, a family member said Sunday.

Peter Navy Tuiasosopo, uncle of Ronaiah Tuiasosopo, says the family plans to hold a meeting this week to determine when and how his nephew would talk about the bizarre prank.

"We want to do it right," he said, also noting that the family has hired an attorney. He never directly mentioned the hoax or his nephew being involved.

Te'o insisted he had no role in the hoax involving his "dead" girlfriend and told ESPN on Friday night that he was duped by a person who has since apologized to him.

In an off-camera interview, Te'o identified that person as Ronaiah Tuiasosopo, a 22-year-old acquaintance who lives in California. He said the young man contacted him soon after Deadpsin.com broke the news on Wednesday. The Deadspin story indicated Ronaiah Tuiasosopo was involved, and suggested Te'o was, too.

"We're just a family of faith. The family is holding up well," Peter Navy Tuiasosopo said. "They're holding up the way I would expect a family to. This is a storm."

He made the comments after attending a two-hour service at the Oasis Christian Church, where his brother, who is Ronaiah's father, is pastor.

Titus Tuiasosopo, the father, choked up as he thanked people for their prayers.

"I've been practicing how to say 'no comment' in 20 languages," the pastor told his congregation. The family has not commented publicly since news of the hoax broke.

Ronaiah Tuiasosopo wasn't seen in attendance, and two church members said he was not there.

Earlier in the day, ABC news announced that Te'o would do his first television interview with Katie Couric. The interview will air Thursday on Couric's daytime talk show and Te'o's parents will be with him. ABC was not releasing details of when the interview would take place or where.

Also, in a story published in Sunday's South Bend Tribune, a Notre Dame spokesman said the university decided against disclosing the hoax before the Irish played Alabama in the BCS championship game on Jan. 7 because it wasn't in the best interest of the teams.

University spokesman Dennis Brown said some school administrators thought they should release what they knew about the hoax when they became aware of it. Te'o went to coaches and school officials with his story on Dec. 26. The school commissioned an investigation that it says confirmed Te'o was not involved. Investigators gave their findings to the school on Jan. 4.

The university officials said the investigators did not examine cellphone records, emails or other electronic communication to determine the length or extent of Te'o's communication over the past few years with the person claiming to be Lennay Kekua, nor did the university ask Te'o to take a lie detector test.

The school informed Te'o's parents about the investigation results on Jan. 5.

  • Sports collections, and ?bar-inspired? decor is replaced with sophisticated decor that still welcomes entertaining & relaxing.
  • Display areas are kept contained in bookshelves in specific areas and not placed randomly around the room. Less clutter and more organized!

I loved this home staging challenge because as home owners we love personalizing, but especially in those rooms that are dedicated to one hobby like a man-cave, these spaces can be the reason a home buyer doesn?t like your home.
