NY comptroller says MTA sided with Apple for Grand Central Store

NEW YORK (Reuters) - New York's Metropolitan Transportation Authority gave Apple Inc an inside advantage landing a lease for the technology company's store in Grand Central Terminal, according to an audit New York State Comptroller Thomas DiNapoli released Monday.

The MTA for more than a year worked behind the scenes exclusively with Apple on the lease before issuing a request for proposals, the state comptroller's office said, citing its auditor's' report. That resulted in only one response, and that was from Apple, the state comptroller's office said.

"While Apple may turn out to be a good tenant, the MTA set a troubling precedent when it played favorites and gave Apple a competitive edge over others for the Grand Central space," DiNapoli said in a statement. "Apple was directly involved in setting the terms of the lease and given exclusive access to information more than a year before any other vendor knew the Grand Central location was available."

Apple, based in Cupertino, California, signed a $2 million agreement with the former tenant, Metrazur, to vacate its space five days before the MTA issued the RFP, the comptroller said.

The MTA shot back calling the audit "not fact-based" and its conclusions "worthless," and questioning the department's ability to opine on real estate deals.

"The Comptroller's audit staff clearly has no understanding of how high-profile commercial real estate works, given the shockingly inaccurate and clearly biased audit they issued. The MTA's lease process with Apple was open, transparent and followed both the spirit and letter of the law," Joseph Lhota, MTA chairman and chief executive officer, said in a statement.

Auditors at the comptroller's office examined the Apple lease while completing a follow-up audit of the MTA's real estate practices. They found that only two of 12 recommendations from the 2010 audit had been fully implemented.

DiNapoli is recommending a statutory change to increase oversight of public authority contracts exceeding one million dollars. "Because the MTA lease to Apple was purportedly a competitive process, it was not eligible for the Comptroller's review before it was finalized," the comptroller's office said.

Michaela Wilkinson, an Apple spokeswoman, declined comment.

Vinokourov wins men's road race as Cav trails

Alexandre Vinokourov of Kazakhstan claimed an unexpected but deserved win in the men's Olympic road race Saturday, wrecking Mark Cavendish's hopes of delivering a first gold of the Games for the hosts.

Colombia's Rigoberto Uran won the silver with Norway's Alexander Kristoff taking the bronze after 249.5 km of racing which finished in the shadow of Buckingham Palace on The Mall.

Race favourite Cavendish finished well off the podium as Britain's highly-fancied team were undone by a combination of tactical racing and some incisive, late attacks.

Vinokourov's win was the latest chapter of a turbulent career for the 38-year-old Kazakh, who only returned to cycling in 2009 after serving a two-year ban for his part in a drug scandal at the 2007 Tour de France.

A disappointed Cavendish was philosophical in defeat.

"There was a group of 22 who got away and we couldn't pull them back," Cavendish said before praising the efforts of his team-mates in trying to set up a British victory.

"I can be proud of how the lads rode today. I'm proud of my country as there was incredible support. The guys are sat there, they are spent. They have got nothing left in the tank. It's incredible to see that," he said.

For Belgian Tom Boonen, who also missed out on a medal, Britain's strength was their downfall. "They lost the race a little bit because they were so strong," Boonen told AFP.

With no race radios and teams of a maximum five riders, Britain were constantly tested throughout the race which took in nine laps of the hilly 15.4 km Box Hill circuit, to the south of London.

After an early 12-man breakaway went on to build a lead of six minutes and were eventually joined by 10 counter-attackers, Belgian Philippe Gilbert attacked solo only to be reeled in 42 km from the finish.

However his capture only served as the springboard for an attack which, with 32 riders and some big names including Swiss Fabian Cancellara and Spain's Luis Leon Sanchez, was far more dangerous for Britain.

Vinokourov was also in the group, but despite his past pedigree most of the peloton did not pay him enough attention.

Canadian Ryder Hesjedal, the recent Giro d'Italia winner, later told AFP: "Usually when Vino goes, I make sure to go with him. I wish I had that time."

After pulling ahead of the peloton with around 35 km to race they worked together and had built a lead of 55secs on Britain and many of the other teams hoping for a bunch finish.

Although Germany had been hoping to set up a bunch sprint for leader Andre Greipel, apart from some brief help earlier in the race from Tony Martin, they did not start helping Britain's chase bid until the final 25 km.

Boonen said Britain had not, as expected canvassed around for help.

"They were pulling, and they were acting like they didn't need any help and so everyone just let them control the race," added the Belgian.

Cavendish lost his first teammate when Briton Chris Froome, the runner-up to Bradley Wiggins at the Tour de France last Sunday, peeled off after giving his all in the chase.

But his early exit appeared not to dent Britain's resolve, which was boosted when Cancellara, the defending Olympic time trial champion, crashed heavily going into a right hand bend.

The spill robbed the breakaway of momentum, but they were soon back together and managed to maintain their significant advantage on the bunch.

Holding a lead of around 50sec, the frontrunners were then stunned by an attack by Uran with just under 10 km to race which was soon recognised by Vinokourov as the decisive move.

Surprisingly, the remains of the earlier 32-man group failed to react quickly, and Vinokourov took advantage of Uran looking behind him for their pursuers to launch a winning sprint with 300 metres remaining.

Obama aide tells Israel of Iran attack plan: paper

JERUSALEM (Reuters) - President Barack Obama's national security adviser has briefed Israel's Prime Minister Benjamin Netanyahu on a U.S. contingency plan to attack Iran should diplomacy fail to curb its nuclear program, an Israeli newspaper reported on Sunday.

The Haaretz newspaper said that the U.S. adviser - Thomas Donilon - had described the plan in talks with Netanyahu earlier this month.

A senior Netanyahu aide, Harel Locker, refused to comment on the report when asked about it in an interview with an Israeli radio station. Another Israeli official reached by telephone, said "we do not comment on closed-door diplomatic meetings".

Haaretz said the secret briefing was the most significant effort by high-level U.S. officials who had visited Israel in the past month, including Secretary of State Hillary Clinton, to try to dissuade Israel from launching its own military strike on Iran.

The report coincided with a visit to Israel by Obama's main rival in his reelection bid this November, Republican candidate Mitt Romney, who is due to meet Netanyahu on Sunday.

Quoting a senior U.S. official it said spoke on condition of anonymity, Haaretz said Donilon had told Netanyahu the Pentagon was planning for a possible decision to attack Iran's nuclear sites, and had shown him some of the plans.

In their talks, the same official said Donilon had also detailed the U.S. military's ability to penetrate nuclear facilities buried deep underground, and had said that such contingency plans were being drawn up in case of a possible deadlock in diplomacy with Iran.

The failure of talks between Iran and six world powers to secure a breakthrough in curbing what the West fears is a drive to develop nuclear weapons has raised international concerns that Israel, widely assumed to be the Middle East's only nuclear-armed state, may opt for a go-it-alone military strike.

Israel has warned the West it thinks it is only a matter of time before Iran's nuclear program achieves a "zone of immunity" in which bombs will not be able to effectively strike uranium enrichment facilities buried deep underground.

Iran says its program is solely for peaceful purposes.

On a visit to Jerusalem this month, Clinton said Israel and Washington were "on the same page" with respect to Iran, calling Iran's latest proposals to world power talks on the issue "non starters."

"Our own choice is clear, we will use all elements of American power to prevent Iran from obtaining a nuclear weapon," Clinton said.

A light-hearted, spoof video filmed by the team during training has gone viral on the internet with tens of thousands of viewers clicking to watch top names such as Michael Phelps, Ryan Lochte and Missy Franklin dancing and lip-syncing to hit "Call me Maybe" by Carly Rae Jepsen.

The video, billed by the team as an attempt to "blow off steam" in the run up to the Games, features swimmers dancing down the aisle of a plane, waving arms around on a bus and even strutting their stuff under water.

Lochte, a favorite with female swimming fans, smooches at the camera.

"This is one of the best teams I've had the opportunity to be a part of! We are having so much fun!" Franklin tweeted as she sent out a link to the video (http://bit.ly/Mac9yW).

Pulsars are superlative cosmic beacons. These compact neutron stars rotate about their axes many times per second, emitting radio waves and gamma radiation into space. Using ingenious data analysis methods, researchers from the Max Planck Institutes for Gravitational Physics and for Radio Astronomy, in an international collaboration, dug a very special gamma-ray pulsar out of data from the Fermi Gamma-ray Space Telescope. The pulsar J1838-0537 is radio-quiet, very young, and, during the observation period, experienced the strongest rotation glitch ever observed for a gamma-ray-only pulsar.

Pure gamma-ray pulsars are difficult to identify because their characteristics, such as its sky position, the period of rotation and its change in time, are unknown. And astronomers can only determine their approximate position in the sky from the original Fermi observations. They must therefore check many combinations of these characteristics in a blind search, which requires a great deal of computing time. This is the only way of finding a hidden periodicity in the arrival times of the gamma-ray photons.

Even high-performance computers quickly reach their limit in this process. Therefore, the researchers used algorithms originally developed for the analysis of gravitational-wave data to conduct a particularly efficient hunt through the Fermi data. "By employing new optimal algorithms on our ATLAS computer cluster, we were able to identify many previously-missed signals," says Bruce Allen, Director of the AEI. Back in November 2011, Allen's team announced the discovery of nine new Fermi gamma-ray pulsars, which had escaped all previous searches. Now the scientists have made a new extraordinary find with the same methods.

The name of the newly discovered pulsar ? J1838-0537 ? comes from its celestial coordinates. "The pulsar is, at 5,000 years of age, very young. It rotates about its own axis roughly seven times per second and its position in the sky is towards the Scutum constellation," says Holger Pletsch, a scientist in Allen's group and lead author of the study which has now been published. "After the discovery we were very surprised that the pulsar was initially only visible until September 2009. Then it seemed to suddenly disappear."

Only a complex follow-up analysis enabled an international team led by Pletsch to solve the mystery of pulsar J1838-0537: it did not disappear, but experienced a sudden glitch after which it rotated 38 millionths of a Hertz faster than before. "This difference may appear negligibly small, but it's the largest glitch ever measured for a pure gamma-ray pulsar," explains Allen. And this behaviour has consequences.

"If the sudden frequency change is neglected, then after only eight hours, a complete rotation of the pulsar is lost in our counting, and we can no longer determine at which rotational phase the gamma-ray photons reach the detector aboard Fermi," adds Pletsch. The "flashing" of the neutron star then disappears. If the researchers take the glitch into account and correct the change in rotation, the pulsar shows up again in the observational data.

The precise cause of the glitches observed in many young pulsars is unknown. Astronomers consider "star quakes" of the neutron star crust or interactions between the superfluid stellar interior and the crust to be possible explanations. "Detecting a large number of strong pulsar glitches makes it possible to learn more about the inner structure of these compact celestial bodies," says Lucas Guillemot from the Max Planck Institute for Radio Astronomy in Bonn, the second author of the study. "This is a good example of the collaboration of two Max Planck institutes with complementary research foci," says Michael Kramer, Director and Head of the Fundamental Physics in Radio Astronomy research group.

After the discovery in data from the Fermi satellite, the researchers pointed the radio telescope in Green Bank, West Virginia/USA at the celestial position of the gamma-ray pulsar. In an observation of almost two hours and by analysing a further, older, one-hour observation of the source they found no indications of pulsations in the radio range, indicating that J1838-0537 is a rare gamma-ray-only pulsar.

There were, however, noticeable overlays with observations of the High Energy Stereoscopic System (H.E.S.S.) in Namibia, which searches for very-high-energy gamma radiation from the depths of space. In a survey with H.E.S.S., astronomers found an extended source of this radiation near the now discovered pulsar, but have not yet been able to clarify its nature.

The discovery of the pulsar suggests that the H.E.S.S. source is a pulsar wind nebula. These are produced by particles moving at almost the speed of light, which the pulsar accelerates in its extremely strong magnetic field. Since the exact position of the pulsar is now known, H.E.S.S. can take this into account in the future and to make more precise measurements than before in this celestial region.

The ATLAS computer cluster of the Albert Einstein Institute has thus already assisted in the discovery of the tenth previously unknown gamma-ray pulsar; however, Allen's team has meanwhile mobilised further computing capacity. "Since August 2011, our search has also been running on the distributed computing project Einstein@Home, which has computing power a factor of ten greater than the ATLAS cluster. We are very optimistic about finding more unusual gamma-ray pulsars in the Fermi data," says Bruce Allen. One goal of the expanded search is to discover the first gamma-ray-only pulsar with a rotation period in the millisecond range.

Turkey blocks trade with Syria, rebels fight on

BEIRUT (AP) ? Turkey sealed its border with Syria to trucks on Wednesday, effectively cutting off a trade relationship once worth almost $3 billion with the embattled nation, as regime forces fought to evict rebels from the country's largest city.

Two more Syrian diplomats, the envoy to Cyprus and her husband, the former ambassador to the United Arab Emirates, have also defected, according to the opposition Syrian National Council, in the latest sign of fraying support for the regime among its own elites. The announcement follows the televised appearance Tuesday night of a defected regime general calling for a new Syria.

Turkish Economy Minister Zafer Caglayan said deteriorating security was behind the closure of a border through which Turkey once exported food and construction materials to the entire Middle East, though the volume of traffic had dropped 87 percent since the Syrian conflict began in March 2011.

"We have serious concerns over the safety of Turkish trucks regarding their entry and return from Syria," he said, adding that three border crossings were in rebel hands. Syrians seeking refuge or to resupply would still be allowed in.

Turkey was a Syrian ally before the uprising against authoritarian President Bashar Assad began 16 months ago, but Ankara has since turned into a harsh critic of Damascus as the regime has pursued its bloody crackdown on the revolt. Now, Turkish territory along the of the countries' 566-mile (911-kilometer) border is used as a staging ground for rebel fighters as well as a haven for thousands of refugees fleeing violence that activists say has killed 19,000 people so far.

Northern Syria, especially the province of Idlib, has seen some of the heaviest and steadiest fighting between government forces and the rebels, and large swathes of the countryside are under opposition control.

U.S. Secretary of State Hillary Rodham Clinton in Washington expressed confidence in the rebel advances, saying that they were taking more and more territory.

"It will eventually result in a safe haven inside Syria, which will then provide a base for further actions by the opposition," she said Tuesday, urging anti-Assad forces to develop institutions and protect the rights of all Syrians.

The ability of the Libyan rebels to create a liberated area in the east of their country was key to their successful battle to oust longtime dictator Moammar Gadhafi last year. However, the Syrian rebels' hold over territory is tenuous: they do not control any major urban areas, and are not backed by NATO's war planes the way the Libyans were.

Damascus' ally Russia has ensured that the kind of U.N. resolutions that allowed Western military action in Libya would not be repeated in Syria.

Yet late Tuesday, Moscow's patience with the Assad regime seemed to wear thin when it warned Damascus against any use of chemical weapons. The Kremlin statement reminding Syria of its international obligations followed the Assad regime's announcement earlier this week that it has chemical weapons and would use them in case of foreign aggression.

Russia's warning reflected a degree of irritation with Assad and followed earlier Russian rebukes over the heavy-handed use of force and slow pace of reforms.

In remarks Wednesday, however, Russian Foreign Minister Sergei Lavrov was back in his old role of Syria's defender, criticizing new European efforts to enforce an arms embargo as "unilateral sanctions" and a "blockade."

The main battle in the country is currently just 40 miles (60 kilometers) from the Turkish border in Syria's largest city and commercial hub of Aleppo, which an alliance of rebel forces attacked on Saturday. They infiltrated sympathetic neighborhoods in the north and south and have since been fighting toward the historic old city at the center, a U.N. world heritage site.

"The situation in Aleppo is currently very difficult. There is shelling in civilian areas and since yesterday some 40 people have been killed," said Aleppo-based activist Mohammed Saeed, describing fierce battles in neighborhoods all over the city, including some near the center. "Shooting and clashes are going on nonstop."

Saeed maintained that the government counterattacks were just sporadic hit and run actions and the rebels still hold many neighborhoods in the northeast. There have been reports from other activists, however, that the regime is rushing fresh troops to Aleppo.

In rare dispatch about the situation in Aleppo, the state news agency maintained that government forces were clearing rebels out, including their stronghold in the Sakhour neighborhood.

The government eventually crushed a major assault on Damascus last week by calling in attack helicopters and heavy weapons that devastated neighborhoods sympathetic to the rebels. Regime forces followed up the shelling with door to door searches that were still going on Wednesday to flush out remaining rebel sympathizers.

Since Tuesday, activists and local residents in Aleppo have reported Syrian forces using similar heavy weapons, including attack helicopters, in a bid to crush the rebel advance.

While government forces are stretched thin by fighting taking place across the country in cities like Homs and Hama in central Syria, to Deir el-Zour in the west, Daraa in the south and Idlib province in the north, they can defeat any single rebel assault by concentrating their forces. Aleppo and Damascus are the two largest cities and key to the regime's survival.

Yet even as Syria's powerful military holds fast in the battle against the rebels, there are signs of cracks among the elites of the regime with the recent high profile defections.

Lamia al-Hariri, Damascus' envoy to Cyprus and her husband Abdel Latif Dabbagh, the former ambassador to the UAE follow in the footsteps of the ambassador to Iraq, Nawaf Fares, who defected two weeks earlier.

SNC member Shadi al-Khesh in the Emirati capital Abu Dhabi said other Syrian diplomats are expected to quit their posts soon, though he was unable to provide specifics.

"I think you will see many Syrian diplomats defect," he said.

Late Tuesday, a top military commander and close friend of Assad confirmed his defection. Brig. Gen. Manaf Tlass, son of a former defense minister, said in a video broadcast on Al-Arabiya TV that Syrians must work together to build a new country.

It was his first public appearance since he left Syria earlier this month. French officials later confirmed that he was in France.

The new commander for the 300-member UN observer force, Lt. Gen. Babacar Gaye, and the U.N. official for peacekeeping operations, Herv? Ladsous, were in Damascus Wednesday to assess the prospects for a U.N. peace plan that is being widely ignored.

Half of the 300-member U.N. observer force, meant to monitor the non-existent ceasefire, has left the country.

"I think diplomats have to be optimistic and that's no joke, I think we have to hope," Ladsous told reporters. "We have to hope that the whole process gains traction, that the vicious circle of violence can cease, and that some political solution and first and foremost some political dialogue can get started."

Whenever you start a major new hobby, its best to take a few minutes and think about what you are getting into. A lot of new hobbies require a significant investment of time and money. This is certainly true of golf, skydiving, scuba and home brewing. So along with a plan on how to get started, its good to have a good plan for getting ready to plunge into home brewing full scale. If you have a road map for "checking it out", you can determine if home brewing will fit into your lifestyle and your budget.

"Looking before you leap" means that you find out what it means to be involved in the hobby or sport as a full time member of that hobby community. When it comes to home brewing, that will only happen when you too can make your own beer at home. And when that time finally gets here and you can play with the recipes and make the taste of your own beer very unique, that will be an exciting moment for you. But a mature approach to this very adult hobby means checking it out and knowing the investment of time, money and space in the home before you spend your first dollar to get set up as a home brewer.

An easy and fun way to ease into the hobby of home brewing that doesn?t cost a cent is to begin to network with those who are already well into their passion for making beer. You can find forums online to use to learn more about getting started. And there are almost certainly a number of home brewing societies and clubs in town that you can find out about online or through your local retail brewing supply store. These social connections will be people who are very much "evangelists" for home brewing because they know the fun of it. So you will get plenty of chances to sit in with a new friend to step through the brewing process and not only learn what equipment you will need but how it is used as you get training from an "old pro" in home beer making.

Once you have gotten some basic training the free route through home brewing gurus, the time will come when you are ready to consider buying your own equipment and taking a stab at it yourself. But you have already witnessed that home brewing is a big event in the house filling up the kitchen, the refrigerator, making a mess sometimes and requiring places to store, refrigerate and ferment the beer in the various stages from ingredients to finished product.

So it is important that the hobby of home brewing not just be your solitary passion but if at all possible you get the family into the act. If they can attend meetings at the home brewing club or go to competitions or other events that are all about home brewing, they can catch the same enthusiasm you have. That enthusiasm will be very important particularly in your significant other because each brewing session will be a major event in the house involving the kitchen with lots of pans and bottles and equipment. So having your wife or husband fully onboard with the process and even working on it together makes the fun of home brewing even more fulfilling.

Another area of looking before you leap is to plan out not only how you will use all of the equipment you will buy but how you will handle issues of storage. Its a very pragmatic concern but if you bring in this arsenal of beer making equipment. Between batches it is going to have to be somewhere. And while you will enjoy that equipment a great deal, you dont want it to dominate the home.

By getting a feel for the equipment when you are preparing to start your home brewing hobby, you can prepare a storage space for the equipment when it is not in use. Think ahead about storage for the fermentation phase of brewing as well as storing up to five gallons of beer per finished batch. But by thinking ahead, when you become a very active home brewer, you will have your family and facilities all ready for the changes. And that is looking before you leap into the exciting world of making and enjoying your own home made beer.

Italian Chicken and Pea Soup | E Publishing

What You Need:

2 (14 oz.) cans chicken broth
1 t dried Italian seasoning
1/3 t bottled minced garlic
12 oz. boneless skinless chicken breasts, cubed
3/4 C small shell macaroni
3/4 C frozen peas
1/4 C green onions, chopped fine

How to Make It:

Pour the chicken broth into a saucepan.
Stir in the Italian seasoning and garlic.
Bring the mixture to a rolling boil over high heat.
Stir in the chicken and macaroni.
Bring back to a rolling boil then reduce the heat to medium low.
Cook for 8 minutes or until the macaroni is tender the chicken is cooked.
Stir in the peas and green onions.
Cook the soup for 2 minutes or until the peas are cooked through.

Makes 4 servings

Serve this soup with a side salad and toasted garlic bread. The green onions are optional in this soup.

Preparation Time: approximately 15 minutes
Cooking time: approximately 10 minutes
Total Time: approximately 25 minutes
